Azure tier selection creates a three-way constraint between cost floor, security ceiling, and operational capability: the progressive tier pattern sets a minimum price to unlock required features (Premium for Private Link, Enterprise for modules), reservations provide partial compute-only savings within the chosen tier, and security isolation capabilities (network isolation, encryption options) are gated by the same tier — optimizing any two necessarily constrains the third.
